NDACo Week 1 Report


NDACo Weekly Report #1

The first week is behind us, but it has been mostly pomp and circumstance, as well as a bit of shaking kinks out of the process.  NDACo testified on several bills, notably a mandate for counties to place tax information on the web.  Essentially we said “great idea – show us the money”.   We are hoping the proposal to study all reporting and noticing that counties must do now (SCR4001) can include a broader examination of how we can collectively file and share necessary information electronically, eliminating duplicative reports that aren’t read by anyone – with greater costs borne by those that are requiring it to be filed and shared.

The big news of the week however was the most recent analysis of the impact of the lower oil prices on next biennium’s revenues – general fund and the specific special funds.  Various scenarios were shared with the Legislators showing prices and drilling increasing to early 2014 levels, as well as decreasing even further than they are now.  Some very sobering statistics.  These will of course play very heavily into the one-time expenditures to be made, and to some degree into the ongoing appropriations.  We continue to be hopeful that the “Surge” will remain a priority, as the money proposed in that bill is largely “in the bank” already.

Next week will be the first big opportunity to test that theory, as both the “surge” and the Governor’s “fast track” proposal will be heard jointly on Friday.  Also in the coming week are most of the interim Tax Committee bills involving property tax.  Check out the schedule and keep the communication coming – to us and to your Legislators.
