The House Appropriations Human Resources Division allowed county representatives a chance to weigh in on HB1015, the Dept. of Corrections Budget. Included in the bill is the establishment of a quota system for the counties sentencing inmates to the State Prison. NDACo's Aaron Birst, States Attorneys Rozanna Larson and Richard Riha along with Sheriff Pat Heinert and a representative from Cass co. Sheriffs Dept. opposed the section of the bill that addresses the quota system. Their shared concern is that the quota system injects a financial motive into a judges decision.
